A method and an apparatus for determining a hotspot region, where the method includes: a mobile device locally setting a positioning database (101), performing positioning by using the positioning database, and recording a positioning time and a positioning result (102), where the positioning database includes positioning region data, and the positioning region data includes a positioning region identifier and location information corresponding to the positioning region identifier; determining a hotspot positioning region within a preset period of time according to the positioning time and the positioning result (104), and determining the hotspot positioning region as a hotspot region (105). Influence on network resources and a performance of a mobile device can be lowered.
