PROBLEM TO BE SOLVED: To provide a two-pack type anti-fogging agent that forms on a surface of a substrate a film being difficult to be released from the substrate and having excellent anti-fogging properties even when the film comes in contact with water and to provide an anti-fog substrate that has a film being difficult to be released from the substrate and having excellent anti-fogging properties even when the film comes in contact with water.SOLUTION: The two-pack type anti-fogging agent includes liquid I containing a (meth)acrylic polymer produced by polymerizing a monomer component containing a silicon atom-containing monomer and a nitrogen atom-containing monomer and liquid II containing a (meth)acrylic polymer having an alkoxysilyl group. The anti-fog substrate has a film composed of the two-pack type anti-fogging agent formed on a surface of a substrate and is characterized in that a film composed of liquid I is formed on the substrate and a film composed of liquid II is formed on the film composed of liquid I. |
