The invention relates to a hair-growing agent or hair tonic for developing and growing terminal hairs from the fine (Vellus) hairs on a bald scalp area. The effective ingredient in the tonic is an oxidizing agent capable of controlling or suppressing the enzymatic activity of 5-alpha-reductase which is present in the sebaceous glands. It is preferred that the oxidizing agent be selected from one of the group consisting of stabilized chlorine dioxide, sodium bromate, sodium perborate and potassium bromate.
