In order to provide a modification device that has a simple configuration and can efficiently heat organic matter, the present invention comprises: a pre-heating unit (110) that pre-heats solid organic matter to 300-400°C; a vertical filling reactor (120) into which the organic matter preheated in the pre-heating unit (110) is filled; a processing gas supply device (130) that supplies oxygen-containing processing gas (13) to inside the filling reactor (120); and a constant discharge unit (141) that is provided under the filling reactor (120), discharges gas (14) inside the filling reactor (120) and discharges solid modified matter that has been modified as a result of the organic matter reacting with the processing gas (13) inside the filling reactor (120), heating up to 450-700°C, and being dry distilled.
