CONSTITUTION:A line impossibility state at a fiber 13 side is informed directly from an O/E9 to a subcontrol part 12, and the line impossibility state at the fiber 13 side is written on the overhead bit by a CCS6, and the impossibility of a line 13 is informed to an E/O5. And the line impossibility state at the fiber 13 side is informed from the termination repeating installation 2 to the O/E7 of the termination repeating installation 1 through an optical fiber 14 side, and the overhead bit of signal code-processed at the O/E7 of the termination repeating installation 1 is read out, and the line impossibility at the fiber 13 side is informed to a main control part 11. And the overhead is written at a CCS4, and an instruction to lower the excessive optical output is issued to an E/O3.
