The present invention relates to a dual heat pump air conditioning apparatus which comprises a low temperature side refrigeration cycle and a high temperature side refrigeration cycle to increase stability and durability of a product since normal operation is possible even when the temperature of external air is extremely low, and includes a dual heat exchanger including a low temperature side condenser and a high temperature side evaporator which are joined to exchange heat. A high temperature side condenser discharge end is arranged to be connected alternately to one among a high temperature side hot water condenser, arranged to perform heat exchange with a hot water line of a hot water tank by control of an electronic valve, and a high temperature side defrost cooling condenser arranged to perform heat exchange with a low temperature side external evaporator. The low temperature side external evaporator end is arranged to be connected to an inlet end of a low temperature subsidiary evaporator arranged to perform heat exchange with a high temperature side subsidiary condenser. The high temperature side hot water condenser outlet end is electronically controlled to be connected to the high temperature side evaporator inlet end by selectively passing through the high temperature side subsidiary condenser depending on an external temperature of an external evaporator side in the low temperature side.
