Each apartment building has a number, e.g. 100, of dwellings, each supplied with a heated medium, e.g. hot water, by a central boiler house adjacent to the building. The fuel use in each boiler house is monitored while the supply to each dwelling is measured. Medium from one building may be channelled to any other. The boiler house, dwelling and even individual radiator monitors are connected, via a data communications system to a central computer (9). The computer has an external memory unit (10) and a printer (11). The system can produce bills for each dweller. It can also detect fraudulent use of heat, breakdowns and inefficient system operation.
