System and method for controlling vehicle speed, an opening angle of a throttle valve of a vehicle engine being controlled in such a way that it is equal to a desired opening angle, which is set in accordance with an operating variable of an accelerator element. In the system and method for controlling the vehicle speed, a setting switch is provided, upon actuation of which a command is emitted at the beginning of a vehicle driving condition at a desired speed. The vehicle speed control system learns a characteristic of the vehicle that indicates a relationship between the vehicle speed and the opening angle of the throttle valve when the vehicle is in a stable driving condition, derives an optimum opening angle for the throttle valve, at which the vehicle can be driven in accordance with the known characteristic, and controls the opening angle of the throttle valve in accordance with the optimum opening angle so that the vehicle speed corresponds to the desired vehicle speed when the optimum opening angle is greater than the desired opening angle.
