PURPOSE:To always uniformly and inexpensively form the thin layer of a developing agent, by providing a developing agent control member in a state where the member is faced to a developing agent carrier and a voltage impressing means which produces an electric field between the member and carrier. CONSTITUTION:The voltage impressing means 8 functions to cause a toner layer thickness control member 7 to have a polarity which is the same as or different from the polarity of toner T and produces an electric field between the toner layer thickness control member 7 and a developing agent carrier 3. The toner T sticking to the developing agent carrier 3 is carried to the bottom of the toner layer thickness control member 7 of a toner layer thinning means 6 by the rotation of carrier 3. When the polarity of the member 7 is the same as that of the toner T, the toner T is repulsed and, when the polarity of the member 7 is different from that of the toner T, the toner T is partially attracted to the toner layer thickness control member 7. The repulsed and attracted toners T are returned to a toner hopper 2 side. Therefore, the thickness of the toner layer stuck to the developing agent carrier 3 is uniformized. |
