PURPOSE:To make safety running attainable without overrunning an engine, by controlling it so as to prohibit the gearshifting within the set time at a time when a decrement rate of car speed is larger than the specified value. CONSTITUTION:An electronic controller 9 connects its output port 9c to a clutch actuator 3, a hydraulic mechanism 4 and a transmission actuator 5. And the input port 9d is connected to a clutch actuator 3, various sensors 6c, 7a, 8a, 8b and 10, and an accelerator pedal 11 as well as a brake pedal 12. In this case, when a decrement rate of the car speed detected by the sensor 8b is larger than the specified value, it is controlled so as to prohibit a speed change within the set time. That is to say, when it is judged to be a wheel lock state from the decrement rate of the car speed, it is controlled so as not to change a gear shifting lever unless the specified time elapses even after a brake is deenergized.
