The sheet steel according to the invention has a sheet steel base material and a coating film applied thereto. The base material has a surface roughness of from 0.01 to 2.0 mu m, preferably from 0.2 to 1.5 mu m, and the coating film, in the dry state, has a thickness of from 18 to 110 %, preferably from 30 to 90 % of the roughness.
