PURPOSE:To enable an operation to be instructed by estimating energization of a refrigerating device by a method wherein a temperature and a humidity of surrounding atmosphere to be introduced into a temperature adjuster are measured and their enthalpy values are calculated as time goes by. CONSTITUTION:An enthalpy of surrounding atmosphere is calculated and stored by a control device 8 controlling an enthalpy of surrounding atmosphere as time goes by on the basis of each of the sensed values of a temperature sensor 9 and a humidity sensor 10 arranged at an inlet port 11 of a temperature controlling device 4. In case that a minimum value of enthalpy on a specified day is lower than a minimum value of a previous day, an operation instruction for a refrigerator 7 is not outputted unless the refrigerator 7 was operated in the previous day. In turn, in case that the refrigerator 7 was operated in the previous day, a difference between the minimum values of enthalpy in the previous day and the present day is calculated and if this difference is smaller than a constant B, an operating instruction is issued for the refrigerator 7 due to a possibility that the maximum value of enthalpy at the present day is larger than a predetermined enthalpy value in respect to the refrigerator 7.
