PURPOSE:To efficiently perform refloating work, by connecting an arresting cable, which stops to its end part a driverless self-propelling vehicle, with the intermediate part of a refloating cable, connected with a weight seated on the bottom of the sea, and turning the driverless self-propelling vehicle around a buoy cable of a submerged ship while engaging the arresting cable with the buoy cable. CONSTITUTION:A refloating cable 1 is lowered from a mother ship 12 having a weight 5 seated on the bottom of the sea in the bottom end of the cable 1, and an arresting cable 3 is connected with the refloating cable 1 being extended sideward from a required part of the cable 1. A driverless self-propelling vehicle 7 is stopped to the point end of the arresting cable 3, and a tether cable 2, guided by the refloating cable 1 and the arresting cable 3, from the mother ship 12 is connected with the driverless self-propelling vehicle 7. And refloating work is performed by turning the driverless self-propelling vehicle 7 to be moved around a buoy cable 14 of a sunk ship or a rescued submerged ship 13 and engaging the arresting cable 3 and the tether cable 2 with the buoy cable 14. This constitution eliminates the necessity for a long buoy cable or a large buoy, suitable for the depth of the sea, while enables the refloating work to be surely and efficiently performed.
