PURPOSE:To access a store and forward switching device without fail and economically even when the quality of a line is not good by transmitting and receiving the information concerning an access as digital modulating data without fail. CONSTITUTION:Respective types of the signal transmitted and received between a facsimile terminal 1 and a store and forward switching device 3 are transmitted and received as digital modulating data without fail. A high speed or low speed modulating function is equipped at the facsimile terminal 1 and the store and forward switching device 3 and when the signal needed for the access is transmitted and received as the digital modulating data by the function, a terminal adding device is not needed at the facsimile terminal 1 and a PB signal receiving device and a terminal identifying device are not needed at the store and forward switching device 3. When the information needed for an access is low speed digital modulating data, the signal is securer transmitted and received, and even when the quality of a line is not good, a facsimile store and forward switching service can be executed.
