PURPOSE:To enable detection of damage by internal peeling of a base tire in a short time with an inexpensive and small apparatus, by pressurizing at different two points of an internal hole of the base tire to detect a distortion difference or a stress difference between the two points as caused by the pressurization. CONSTITUTION:As a lift base 10 is lowered, pressure tools 11 and 12 pass through an opening 50 of an internal hole 7 of a base tire 2 and stops at such a position that a wheel body abuts on the internal surface of the internal hole 7. A bead opener 15 tilts a roller body 46 with the extension of a cylinder 49 to push bead sections 13 and 13 open outward so that the internal surface of the internal hole 7 is held in a circular arc with almost a fixed radius of curvature. Thereafter, the pressure tools 11 and 12 are pressurized to apply different working forces at two points 16 and 17 of the base tire 2 circumferentially in the same locus to cause different distortions, which are detected by a detector. Thus, a peeling damage E is detected depending on a distortion difference, namely, mudulus of elasticity intrinsic to the base tire 2 free from effect of wear thereof 2.
