PURPOSE:To efficiently pulverize hydrous waste by throwing a high-speed dehydrating and desiccating agent and water successively to a kneading machine to induce a primary high-speed exothermic reaction, and throwing the hydrous waste successively therein to induce a secondary reaction, thereby pulverizing the waste. CONSTITUTION:The high-speed dehydrating and desiccating agent 11 and a prescribed volume of fish and shellfish juice 18 are successively thrown into the kneading machine 8 to induce the primary high-speed exothermic reaction. Such waste is transferred. The dehydrated waste 7 formed by dehydrating the hydrous waste such as sludge contg. fish and shellfishes and dung of livestock is crushed by a crusher 9 and is successively thrown into the kneading machine 8 where the above-mentioned primary reaction takes place. While the waste is agitated and transferred by a screw into the kneading machine 8, the secondary reaction of heating, evaporating and dehydrating are induced to heat up the waste quickly. The steam generated by the secondary reaction is cleaned up by a stem recovering device 20; at the same time, the dehydrated waste 7 in the kneading machine 8 is pulverized. As a result, the hydrous waste such as sludge contg. the fish and shellfishes and the dung of livestock is continuously and efficiently pulverized.
