PURPOSE:To recover Ru in highly radioactive waste liquor in high treatment ratio, by calcining the highly radioactive waste liquor in a high concentration of nitric acid, oxidizing Ru to separate Ru as an off-gas, denitrating condensate thereof and precipitating solid Ru. CONSTITUTION:Highly radioactive waste liquor is concentrated, then incorporated with nitric acid and NOX as an oxidizing agent auxiliary. The highly radioactive waste liquor incorporated with nitric acid is calcined at about 400-600 deg.C. Each component in the waste liquor is oxidized, contained Ru is converted into volatile Ru by the oxidation and separated as an off-gas. The off-gas is cooled into condensate, which is collected. Then the condensate is denitrated with formic acid, nitrogen oxides are removed from Ru and solid RuO2 is precipitated. Ru in the waste liquor can be recovered in high treatment efficiency. Since most of Ru is removed from solid oxides remaining after calcination, the oxides are readily subjected glass solidification treatment.
