PURPOSE:To produce press-working oil for cleaning and rust-proofing and useful for applying to the surface of a steel plate such as automobile body before painting, by mixing a light base oil with a middle or heavy base oil in a manner that the effective film viscosity and the mass of film-forming substance satisfy a specific relationship. CONSTITUTION:A base oil is produced by mixing a light base oil with a middle base oil and/or a heavy base oil in a manner that the effective film viscosity (X cst) and the mass (Y wt%) of a film-forming substance satisfy the relationship of formula. The light base oil is a volatile base oil light polybutene such as mineral spirit, kerosene fraction, etc., the middle base oil is machine oil 8, machine oil 10 middle polybutene, etc., and the heavy base oil is 100, 150, 500 neutral or bright stock heavy polybutene, etc.
