PURPOSE:To eliminate the need for a D/A converter which reproduces bits more than required by suppressing the value of a digital video signal as the value increases. CONSTITUTION:The input digitized video signal is passed through a BPF 11 and its high frequency component is inputted to a multiplier 12 while a coefficient alpha is supplied to the other input; and the coefficient alpha is varied to control the high frequency component. Then, the output of the multiplier 12 is added by an adder 13 to the input digitized video signal and its output is inputted to a suppressing circuit 14, which suppresses the value of the digitized video signal as its value increases. Therefore, even if the number of bits of the digitized video signal increases owing to picture quality control, the number of bits of a signal to a D/A converter for output does not increases.
