PURPOSE:To monitor the abnormality of a moving object of warning by providing a means which moves a detection area according to the object of warning. CONSTITUTION:The image signal of the monitor area which is inputted through an image pickup device 1a is A/D-converted and then supplied to an image processing means 2. In the means 2, the storage contents of an input image memory 21 and a reference image memory 22 are inputted to a processing means 23 to perform subtraction between picture elements and remove the fixed background of the monitor area, and only picture elements which vary in brightness are converted into an image, which has its variation image part extracted by binary coding and is inputted to an abnormality deciding means 3. The detection area moving means 5 finds the center coordinates of the object by a warning object extraction part 51 and the detection area in a memory 53 is moved to the warning object by a coordinate conversion part 52. A decision means 3 counts picture elements which are present in the current detection area as to the result obtained by the processing part 23 and decides that abnormality occurs when the counted value exceeds a set value, thereby generating a warning through an output means 4.
