PURPOSE:To clearly binary-code signals with different changes in illuminance by processing them through the use of a binarization slice level area setting part, a floating binarization slice level area decision part, a binarization arithmetic constant setting part, an arithmetic initial value setting part and a floating binarization slice level arithmetic part. CONSTITUTION:The preset arithmetic constant (d) and the preset arithmetic initial value (e) of a multivalued digital picture signal (b) with changes in illuminance are calculated. The multivalued digital picture signal 9b) is converted into a binarization digital signal (i) according to a floating binarization slice level (g) obtained from an arithmetic level 1j and an arithmetic level 2k. In such a way titled device can convert the multivalued digital picture signal into the binarization digital picture signal according to the floating binarization slice level. Besides that, said device can be applicable to the way that multivalued signals apart from the picture signal are binarized.
