PURPOSE:To prevent an engine speed from needlessly high increasing in the time of idle operation, by detecting an accelerator control quantity and controlling a throttle valve opening only when the detected accelerator control quantity is in a predetermined value or more. CONSTITUTION:An accelerator pedal A mounts an accelerator position detecting means B, and its detection signal is input to a discriminating means C. The discriminating means C, if it discriminates a detected accelerator control quantity ACPb to be larger than the reference control quantity ACPo, feeds a control start instruction Sc to a valve opening and closing means D, and a throttle valve E is controlled so as to obtain an opening THP in accordance with the accelerator control quantity ACPb. In this way, even when an error is generated in an output due to an accelerator position sensor performing no good return, an idle speed can be prevented from needlessly high increasing by returning the throttle valve E to its closed position when the accelerator pedal A is not depressed.
