PURPOSE:To stabilize rotations on low speed rotating time and maintain high output on high speed rotating time, by providing a governor lever axis for a tension lever which is supported swingably on a governor case. CONSTITUTION:A tension lever 8 is supported rotatably on a governor case via a tension lever axis 10. A governor lever axis 11 is provided for the axis 10 of the tension lever 8 at the side of a control rack 22, and a governor lever 7 is supported rotatably on the axis 11. The governor lever 7 is swung around the axis 11 on low speed rotating time, and the governor lever 7 and the tension lever 8 are integrally swung around the axis 10. Thus, lever ratio can be changed, so that rotations on low speed rotating time can be stabilized and high output on high speed rotating time can be maintained.
