PURPOSE:To perform a high speed processing by replacing an object picture at every picture element column or row by a signal alignment means and detecting a discrepancy at every column or row of the picture element of the object picture or at every picture element of a ten plate in a discrepancy number integrating part. CONSTITUTION:The picture detected by a television camera is converted into a binary picture by an A/D converter 4 and stored in a picture memory 5. The picture of the tenplate is stored in a tenplate memory 6. Signals from the picture memory 5 are arranged so as to be easily read at every column (every row) in the signal alignment means 9. The arranged signals are compared with the picture elements of the ten plate in a coincidence detection part 10, the number of the discrepancy is inputted to the discrepancy number integrating part 11 and added. The added number is compared with the number stored before in a minimum detection part 12 and the smaller one is retained. An address corresponding to the discrepancy is fed from an address calculating part 14 to a holding part 12 and a residue is fed to a CPU.
