PURPOSE:To obtain a dough for firm rice confectionery having a relatively hard resistance to the teeth, by gelatinizing the first raw material fed from the first raw material feeder, feeding and blending a relatively small amount of the second raw material with the gelatinized first raw material. CONSTITUTION:Rice or rice flour is fed from the first raw material feeder 21 and water is fed from a water feeder 22 and heated under pressure (cooked) to prepare a rice cake-like material. The rice cake-like material is rapidly cooled by barrels 15 and 16 and blended with a relatively small amount of starch such as rice flour fed from the second raw material feeder 23 to provide a dough for firm rice confectionery having reduced gelatinization and relatively hard resistance to teeth sush as SOKA type SENBEI (Japanese rice cracker), etc.
