PURPOSE:To carry out accurate and rapid descaling when mill scale on the surface of a steel material is locally removed, by fixing a flexible magnet plate on the surface of the steel material by attraction to form the outline of the part to be freed of mill scale and by applying a remover to the part. CONSTITUTION:When steel materials are joined to each other by welding or bolting, it is necessary to locally remove mill scale or a shop primer painted to prevent rust from the joining surfaces. A rubber magnet plate 3 is fixed on each of the steel materials 1 by attraction to form the outline of the part 2 to be freed of the scale or primer and a remover is applied to the part 2. The magnet plate 3 is obtd. by kneading a rubberlike substance with magnetic ferrite powder and forming the kneaded material into a strip. The boundary between the part 2 and the remaining part can be made clear, so subsequent repair can be eliminated.
