PURPOSE:To obtain the titled cosmetic having small temperature dependence of hardness, easily removable in use and having high spreadability and low stickiness, by dispersing and emulsifying an organic perfluoro compound in a solution produced by dissolving a specific fluorine-containing surfactant in an oil component. CONSTITUTION:A fluorine-containing surfactant having perfluorocarbon group and hydrocarbon group in the molecule (e.g. perfluoropropylheptane) is dissolved in an oil component such as oil or fat, wax, hydrocarbon, esterified oil, higher alcohol, higher fatty acid, etc. An organic perfluoro compound (e.g. perfluorodecalin) is dispersed and emulsified in the above solution to obtain the objective non-aqueous emulsion-type hair-dressing cosmetic containing the organic perfluoro compound dispersed in an oil. EFFECT:It has excellent storage stability.
