PURPOSE:To write a control program information from an IC card side to a reader/writer side by providing a first IC card for reading/writing and a second IC card in which the control program information between the reader and the writer is recorded. CONSTITUTION:In case the second IC card is set and a display 'under processing' is displayed in a display part, a CPU control apt 14 reads out the control program information form the second IC card 3-2 in accordance with a control program in a ROM 15-1, and writes it in a RAM 15-2. Then the second IC card 3-2 is exhausted, and at the same time, a display 'set the first IC card' is displayed in the display part. After the first IC card 3-1 is set, the CPU control part 14 executes the reading/writing of data from/to the first IC card 3-1 according to the control program written in the RAM 15-2.
