PURPOSE:To design the allocation of input/output terminals in a short period by allocating the input/output terminals in consideration of not only the terminals to be allocated but other ones based on the information on the number of terminals of mounted parts to be allocated to the input/output terminals. CONSTITUTION:An input/output terminal allocation control part 1 starts an input/output terminal selecting part 4 after the working is through with a mounted parts terminal tentative allocating part 3. The part 4 refers to an input/output terminal position table 7 and a table 9 for the number of mounted parts terminals to be allocated to the input/output terminals to obtain the input/ output terminal having the maximum number of mounted parts terminals to be tentatively allocated to the mounted parts terminals closest to the input/ output terminals. A mounted parts terminal selecting part 5 refers to the input/ output terminal selected by the part 4, the table 7 and a mounted parts terminal position table 8 to obtain the mounted parts terminal having the minimum distance between the input/output terminal and the mounted parts terminal out of those mounted parts terminals having the input/output terminal nearest to the input/output terminal obtained by the part 4.
