PURPOSE:To prevent a temporary stop of reception and transmission, which occurs when the space of a dead area in a communication temporary memory device provided in a communication terminal equipment comes to zero, by controlling a communication speed corresponding to said space. CONSTITUTION:When the space of the dead area in the communication temporary memory device 5 is below the prescribed value in the communication terminal equipment 10, a CPU 4 slows down the communication speed. If the space of the dead area exceeds the prescribed value, the CPU 4 restores said speed. In case of changing the communication speed in such a way, an escape sequence is transmitted to a communication line terminal equipment 2 and a one on the opposite side, and gives an instruction to change the communication speed. If the space of the dead area becomes smaller, no sudden stop of communications occurs.
