PURPOSE:To decide whether or not a body to be inspected is normal invariably in a stable contacting state by comparing a voltage drop value which is measured all the time with its last voltage drop at a constant period, calculating a resistance value when the measured value coincides with the last value, and classifying it according to whether it is large or not and making a quality decision. CONSTITUTION:An arithmetic processing part 21 prints a resistance value from an analog-digital converter 13 on a printer 29 until a print command push button 23 is pressed, and also stores it in a specific storage area corresponding to the measured value. The storage area is classified according to measured values and the specified number and measured value of a coil 1 to be inspected are stored corresponding to each other. When a decision push button 24 is pressed, the mean value of resistance measured values stored in specific storage areas is computed and used as a criterion value to computes deviation values of all measured values, thereby deciding whether or not the object coil is normal.
