PURPOSE:To rapidly respond to the variation of load and to prevent a display value from easily varying by noise or disturbance, by allowing a part of the operation result of a digital sub-filter to move into a part of a register receiving a main digital filter. CONSTITUTION:The title balance has a main digital filter continuously constitut ed of primary time series data {Xn} obtained by converting load 2 to electric signal and sampling said electric signal at every predetermined time, a digital sub-filter newly re-triggered at every predetermined sampling number N of times for a predetermined time and a substitution means for allowing a part of the operation result of the digital sub-filter to move into a part of a register 7 receiving the operation result of the main digital filter. The main digital filter, the digital sub-filter and the substitution means etc. are constituted of a digital computer 4. By this constitution, when load data is stable, this stable state is kept and, when the load 2 varies, rapid response can be performed.
