PURPOSE:To perform an accurate simulation test which is most suitable for the operating state of a production line by outputting a simulation process signal equivalent to a process signal and a simulation interruption signal and using the processing process length of the production process line, the present time, and the processing elapse as key information to generate a processing schedule. CONSTITUTION:Every certain amount of a molten steel poured into a tundish 1 is flowed into a mold 2 on the continuous casting line, and a cast billet is cooled by a cooler 3 and is drawn down by a pinch roll 5. It is cut by cutting machine 6 in accordance with a set value from a computer system 20 and is carried by a carrying machine 7. The computer system 20 takes process signals from the tundish 1, the mold 2, the cooler 3, etc., into an input/output subsystem 12 through an input/output device 11. A control part 14 outputs a drawing speed, the quantity of cooling water, the cut timing, etc., based on these signals. A processing part 18 manages the order, the classification, the size, etc., of the steel to be cast. A process signal generating part 13 inputs the simulation signal equivalent to the process signal to the subsystem 12.
