PURPOSE:To prevent the generation of an inferior resin impregnated base material by performing the accurate measurement of viscosity permitting no mixing of impurities, by allowing varnish to pass through a strainer having a filter and a magnet mounted therein before moving the same to a viscosity measuring device. CONSTITUTION:A solvent 2 such as water, methyl alcohol or acetone is added to a resin 2 such as a phenol resin, a cresol resin or an epoxy resin and the viscosity of the resulting mixture is adjusted to prepare varnish 3 which is, in turn, moved to a viscometer 8 from a varnish mixing tank 4 through a strainer 7 and supplied to an impregnation tank 9 to impregnate a base material 10 with the varnish. Since the strainer 7 has a filter 5 and a magnet 6 mounted therein, the dust in the varnish is removed by the filter 5 and the iron powder therein is removed by the magnet 6 and an accurate viscosity measured value is always obtained and, as a result, the varnish having accurate properties can be supplied to the impregnation tank 9.
