PURPOSE:To permit a ship to be sailed enhancing its safety and energy saving quality, by calculating an anticipative steering amount of a ship body and its deviation amount, which are based on the extent of an influence of wind given to a motion of the ship body, and deciding whether or not these calculated amounts exceed a sailing limit value. CONSTITUTION:Signals from an anemoscope 1, anemometer 2, ship speedometer 3, draft meter 4, gyro compass 5, etc. are real quantity converted in an input processing part 8a and input to an anticipative steering amount/deviation amount arithmetic part 8c, and on the basis of data from a ship body various data setting part 8b, a water surface side area and a wind pressure side area are obtained by a direction of wind, ship body shape data and areas below and above the draft level. Next, on the basis of ship body motion characteristic data, an anticipative steering amount further a deviation amount are calculated and compared with an anticipative steering amount limit value and a deviation amount limit value from a sailing limit setting part 8d, and if the above calculated amount exceeds these values, an alarm signal is output from a sailing limit alarm output part 8f to an alarm device 9. In this way, a ship can be sailed enhancing its safety and energy saving quality.
