PURPOSE:To execute electrostatic charging and discharging with small charging width by using an ion generator having an inductive electrode and a discharge electrode holding a dielectric body between them. CONSTITUTION:The titled device has the dielectric body 4, the long discharge electrode 3 and the inductive electrode 2 holding the dielectric body 4 between them, and a member 9 for controlling charging and discharging width expanded along the discharge electrode 3 on the discharge electrode side of the dielectric body 4 and generates ion near the discharge electrode by impressing alternate voltages between the electrodes 3, 2 to discharge or charge the member to be charged or discharged by the generated ions. Consequently, the member to be charged or discharged can be charged or discharged with a small charging width.
