PURPOSE:To prevent flaws and wrinkles of a web, by charging a prescribed width of a side at the front end of a web cut in inclination in a width direction and introducing and winding the front end of the web to a new core through a trumpet. CONSTITUTION:When a new core 30b is turned and positioned, a press roll 38 is swung to cause a web 32 to be brought into contact with the new core 30b. At the same time, a charging eleotrode 44 and a trumpet 52 are moved to their operating positions. Then, a cutting command is input and a charging unit 46 applies a high voltage to the charging electrode 44 to cause the web 32 to be charged. A charging region is a side portion in the width direction of the web 32. A cutter 50 cuts the web 32 while the cutter moves in a width direction. The cross section of the cut web is inclined because it travels when it is cut. Therefore, a side at the front end of the cut portion of the web is charged. The charged web 32 is wound around the new core 30b by the trumpet 52. Since the winding is effected by making only the side of the end of the web 32 in contact with the core 30b, no flaw and wrinkle is caused in the web 32.
