PURPOSE:To stabilize control quickly, by causing a measured winding diameter to coincide with a calculated winding diameter when there is a difference between them and effecting tension control using a calculated winding diameter thereafter. CONSTITUTION:When tension of a member to be wound is newly controlled, potentiometers 2, 2, 2 stop at the positions corresponding to the calculated winding diameter value of a preceediig winding member. At the time, a winding diameter setting potentiometers 5 is regulated to be at a position corresponding to a calculated winding diameter value of the succeeding winding member of which tension is newly controlled. A comparator 3 compares a signal v corresponding to the regulated position with signals v0 from the potentiometers 2, 2, 2. A difference signal e in the case of v>=v0 is amplified by an amplifier 4 or the like to be imposed on a potentiometer drive motor 1. Then, the motor 1 stops at a position corresponding to the above measured winding diameter value and a winding diameter value used for tension control is set. After that, operation is effected based on a winding diameter value which a logic circuit 6 calculates by converting a difference signal e' to a difference signal e.
