PURPOSE:To improve the efficiency of the titled system without requiring an exclusive processor for relay line selection by sending a line group number and a processor number of a desired path to select a relay line while a processor of the reception side is changed sequentially. CONSTITUTION:When a subscriber connected to a subscriber line (CEN) 00 accesses a path A, a processor (PN) 1 selects a processor PN 2 to the path A from the 1st memory (MA) 100 and the processor PN2 selects lines CEN 10, 11 depending on a received line group number (CG)10. If both the lines CEN 10, 11 are busy or faulty, the processor PN1 receives information from the processor PN2 via a bus 4, increases an address P0 by 1 to send a number CG20 and an address P1 to a processor PN3 of the address P1 via the bus 4. The processor PN 3 uses the 2nd memory (MB) 301 to select lines CEN 20, 21. Thus, no exclusive processor of relay line section is required and so long as a normal processor remains, a decentralized control exchange is not subjected to system-down.
