PURPOSE:To make an amount of cut yarn to be wound around a drum as smaller as possible, by dispoing a tension sensor in a yarn traveling passage between a bobbin on the yarn feed side and a package on the yarn winding side. CONSTITUTION:When traveling yarn is cut by high tension, high tension outside of a permissible range is applied to the yarn and a low tension outside of a permissible range is applied just after it has been cut. Therefore, when a tension sensor 7 senses the high tension, the low tension or both the high and low tension, a cutter 16 disposed in a yarn passage is actuated to cut the yarn. With the arrangement, when the yarn is cut at d drum, only a yarn of a length corresponding to a length between the cutter 16 and the drum 8 is wound around the drum 8 and no yarn is further taken out from a bobbin 2 even if the yarn would be wound around the drum. This is because that the yarn is forcibly cut at an intermediate position between the bobbin 2 and the extreme end of the yarn on a bobbin side.
