PURPOSE:To definitely distinguish whether inference includes an undetermined value or not by executing conviction degree inference using the rule of proposition whose degree of conviction is undetermined based on conviction degree operation. CONSTITUTION:At the time of inference of the degree of conviction of a certain proposition, an inference control part 103 searches a rule for concluding a proposition inputted from an I/O device 101 for a central processing unit (CPU) 102 from a rule storing part 107 in a memory 106. When there is no rule or user's instruction is generated, the degree of conviction is inputted from the I/O device 101. If it is inputted that the degree of conviction is undetermined, the proposition is stored in an undetermined value proposition storing part 109. A conviction degree operating part 104 executes the conviction degree operation of a proposition by using the rule and an operated result evaluating part 105 outputs the evaluated result of the conviction degree to an I/O device 101 in accordance with information stored in an evaluation value storing part 108 and the storing part 109 in the memory 106.
