PURPOSE:To eliminate wear and deformation due to contact by providing a developer agitating means close to a magnetic roller and providing developer layer thickness controlling means in the downstream side and to make an angle less than a specified angle to the magnetic roller. CONSTITUTION:An agitating member 9 is constituted by attaching U-shaped agitators 16a, 16b to a shaft 15 by screws etc. in directions 180 to each other, and agitators are provided close to a magnetic drum 12 to make the tips of agitators 16a, 16b in the effective magnetic field of a magnetic drum 12. The agitators are provided at positions close to a metallic mesh plate 4 to make the agitators come into contact with the metallic mesh plate 4 and beat it from below. A controlling member 10 is provided at a position that makes an angle made by the direction of shifting of the agitating member 9 (in case of rotation, tangential direction of a sleeve 8b at the nearest position to the sleeve 9b) and tangential direction of the sleeve 8b at the position of installation of the controlling member 10 less than 60.
