PURPOSE:To carry out efficient control over the discharge of the fluid, by assigning valves as many as possible to one block and keeping the flow rate of the fluid discharged from individual valves at a constant value as far as possible. CONSTITUTION:The number of valves N1, which gives the flow rate Q1 which corresponds to a pressure-behavior-graph Ha in which at least the minimum, critical pressure HL as required can be maintained at the valve position at the most downstream end when the flow rate in a water carrying pipe 21 is decreased, is calculated in order to set the first block having the width WT1. In a similar manner, width WT2-WT6 are set for the second to 6th blocks. With regard to the seventh block, both width and the number of valves are determined so that the Hmax-condition is satisfied and the discharging pressure remains higher than the HL (minimum, critical pressure). With this contrivance, the flow rate of the fluid being discharged can be made almost uniform for almost all the discharging valves 23, thereby reducing both time and count which are required for the control. Therefore, efficient valve-control can be maintained.
