PURPOSE:To securly control transmission between communication equipments by detecting a signal cut-off state, responding to a detected output and identifying a toner signal. CONSTITUTION:A titled sink possesses a detection means A detecting the signal cut-off state and a decision means B responding to the output from the detection means A and identifying the toner signal. At the time of receiving the first instruction signal, said device is so constituted as to decide the toner signal after detecting the signal cut-off state, and to proceed a program based on a GI signal at the time of detecting the toner signal (GI signal) plural times. Thus, said device is constituted so that it can precisely discriminate the signal for the communication control even if disturbances of noise and the like occur. Therefore, inconveniences such as to start communication in an errorneous operation mode and to develop an incommunicable state can be avoided.
