NEW MATERIAL:A compound expressed by formula I (X is halogen; R is F- substituted 1-3C alkyl). EXAMPLE:N-(4-Bromo-2-fluoro-5-trifluoromethoxyphenyl)-N'-(2,6-difluoro benzoyl) urea. USE:An insect pest controlling agent, having a wide insecticidal spectrum, e.g. Plutella xylostella Linnaeus, tobacco cutworm, Culex pipiens molestus Forskal, etc., in paddy field, upland field, orchard, forest, field, barn, etc., and capable of exhibiting improved action in a low concentration. PREPARATION:A 2,4,5-substituted aniline expressed by formula II is reacted with 2,6-difluorobenzoyl isocyanate in a solvent, e.g. toluene, etc., at 0-40 deg.C to afford the aimed compound expressed by formula I.
