PURPOSE:To attain the hot water supply having a set temperature from the beginning of hot water supply by opening a water valve and a hot water valve by the energizing quantity determined by the output quantity of a temperature deviation detecting means or a flow deviation detecting means after the position at which the valves starts opening. CONSTITUTION:The water valve 12 and the hot water valve 13 are driven at an equal speed by drive means 15, 17 respectively at the start of hot water supply. Thus, the valves 12, 13 are driven by an overlap angle theta of the valves by closing position setting means 21, 22 and come to the position where no overlap of the valves exist. With the opening of the valves larger than the angle theta, water and hot water come from the valves 12, 13 and an output signal of a mixing hot water temperature detection means 18 is changed, then the opening of the valves 12, 13 is detected. Then the quantity of energizing the valves 12, 13 is determined by the output quantity of a temperature deviation detecting means 25 or a flow deviation detecting means 26 by means of a priority means 27.
