PURPOSE:To provide a room with good temperature distribution in it and good controllability of room temperature and reduce the case that dampers are closed at the same time by providing a means to determine the rate of damper ON which determines the rate of ON time, a damper timing regulation means which regulates the timing of ON for each damper, and a damper control means which controls ON and OFF of each damper. CONSTITUTION:A heat source device 1 and a blower 2 which generate cool wind or not wind, a duct 3 which distributes this cool wind or hot wind to each room, dampers 4 which are arranged at branch sections of this duct 3 and a room thermostat 5 which is installed is each room are provided. By a damper ON rate determination means 6 which has as input signals from the room thermostat 5 the rate of ON time in the damper ON and OFF cycle according to the room temperature of each room is determined. Based on this determination the time to start each damper 4 is regulated by a damper timing regulating means so that ON time of each damper is continuous, and based on the results of this regulation each damper 4 is controlled by a damper control means 8.
