PURPOSE:To attain high ratio for recognizing a hand-written KANJI(Chinese character) by differentiating directional codes in a scanning direction, registering them in rank-by-rank table and obtaining the histogram of the directional codes based on the rank by rank results. CONSTITUTION:A directional code adding part 12 adds directional codes to character contour picture elements comprising a character pattern. A character pattern added with directional code 12 divides the inside of character frames into mesh areas by an area dividing parts 13. The rank-by-rank tables 151-15n, 161-16n, 171-17n, and 181-18n are provided regarding a rank by rank processing part 14. In the processing at every rank the part enclosed by the character frames is scanned in all directions. The directional code of a 1st rank detected by the scan 1, for instance, is registered by writing '1' in the corresponding position in said table 15. Information on scan directions for respective ranks, namely, information showing ranks viewed from which side, can be reflected on the histogram, whereby the ratio for recognizing the hand-written KANJI can be improved.
