PURPOSE:To reduce a restriction relating to an object character and to correctly recognize the character at high speed by searching environmental conditions corresponding to character strings in a drawing to discriminate the attribute of the character strings and using a dictionary used for recognizing the character according to the attribute. CONSTITUTION:A segment identification processing part 7 identifies the type of a delivered segment and a symbol separation recognizing part recognizes the type of a symbol or the like. A character string extraction part 6 extracts the character string from character data separated from a vector sorting part 5. A character string attribute sorting part 9 decides the attribute of the character string by referring it to information previously defined in a data base part 12 based on the information of the segment identification processing part 7 and the symbol separation recognizing part. A character recognition part 10 specified the dictionary to be used based on the attribute of said character string, the object character is recognized by referring it to the contents of the dictionary and stored in a recognition result storing part 11.
