PURPOSE:To efficiently extract a character column drawn optionally by setting a small area to search the character in the character column in accordance with the inclination angle of a corresponding segment. CONSTITUTION:A character group detecting part 3 searchs a character group from the vicinity of a segment which comes to be an object, detects the group of the picture element stored independently into the area with a constant size specified from the edge as the size of the character beforehand, segments the character and an area A determining part 6 determines a first character area A. On the other hand, a segment inclination angle detecting part 5 detects the inclination angle theta of said segment. An area B determining part 7 sets an area B in which the latelal width is the same as the area A and the height is the value to add the value to multiply the value of tan theta to this to the height of the area a, investigates the contentes of the area B, detects the picture element related to a character or a part of the character, and segments the character based upon this. Next, with the area related to the character as the area A, the area B is set in such a same manner and further, out of them, the next character is detected. Thereafter, the operation is repeated.
